The Public Procurement Barometer (X-index), developed by SELDI’s partner RIINVEST, measures and evaluates the performance of municipalities in public procurement and compares it with best practices. The index is based on a statistical model containing nine sub-indexes, each assessing several dimensions focusing on the areas of transparency, competition, and efficiency. The X-index covers all 38 municipalities of Kosovo* and their procurement activities in the period January-December 2019, consisting of 2,770 contract award notices, worth over €264 million. The research underlines that 99% of the public contracts were awarded according to the lowest-price criterion, rather than best price-quality ratio in line with the EU Directive on public procurement.
