The Centre for the Analysis and Prevention of Corruption (CAPC) is a non - governmental organization which was registered at the Ministry of Justice on April 19, 2000.
CAPC goals: Contributing to reducing corruption in the country up to a level that does not affect the citizens’ rights and freedoms; enhancing awareness of the danger to the state posed by corruption; studying the level of corruption penetration in the society and the state; determining the areas which were mostly affected by corruption; provided that corruption is incompatible with transparency, enhancing the level of transparency in the activity of state and political institutions; provided that the bodies of a democratic state unfold their activity in the society’s interest, establishing a monitoring on the activity of state bodies in society.
The main areas in which CAPC had dedicated itself in this period of time are: Corruption proofing of draft legislative acts; Vulnerability expertise of draft normative acts in terms of human rights; Studies development in the field of corruption prevention in justice sector (including survey on the level of litigants satisfaction); Public counselling through a hot line; Public authorities monitoring; Tools development in order to prevent corruption (especially data base www.interese.md).
The CAPC was invited to present its experience in corruption proofing at the GRECO Plenary Session, where the CAPC methodology was assessed as best practice in Europe in this area, and CAPC Theoretic and Practical Guide on corruption proofing of draft legislative acts and other normative acts were recommended as sources for countries willing to implement corruption proofing.
CAPC has conducted training sessions for the central and local public authorities on corruption proofing methodology, in order to sensitize the officials responsible for the drafting of regulatory acts on how to avoid corruption and abuse-generating provisions.
The Centre of the Analysis and Prevention of Corruption is a member of the Anti-Corruption Alliance in Moldova (for details, please refer to www.alianta.md).
